1. Mission and Identity

The Signal Cage is an investigative and analytical journalism vertical that integrates open-source intelligence (OSINT) methodologies into traditional news reporting. Our purpose is to surface stories that conventional outlets miss or under-report — particularly where institutional opacity, government action, and public interest intersect.

We are not a wire service. We do not repackage press releases. Signal Cage exists to do the investigative work that the public interest demands but that resource-constrained newsrooms increasingly cannot sustain.

The Signal Cage is a vertical operated by Prime Rogue Inc., a private intelligence and strategic transparency firm incorporated and headquartered in Calgary, Alberta, Canada.

2. Editorial Independence

Signal Cage maintains a strict separation between its editorial operations and the commercial or strategic interests of Prime Rogue Inc. or any other entity. Editorial decisions — what to investigate, what to publish, how to frame a story — are made solely on the basis of public interest, accuracy, and journalistic merit.

No advertiser, sponsor, funder, or affiliated organization may influence, delay, suppress, or direct the editorial content of Signal Cage. If such pressure is received, it will be disclosed publicly.

3. OSINT Methodology and Standards

The integration of open-source intelligence is a defining feature of Signal Cage’s reporting. OSINT encompasses any information collected from publicly available sources — government records, court filings, social media, satellite imagery, corporate registries, technical logs, metadata, and other non-classified material. The following standards govern how OSINT is gathered, verified, and incorporated into published work.

3.1 Permitted Sources

  • Public government records, including Access to Information and Privacy (ATIP) responses, court filings, and regulatory disclosures.
  • Publicly accessible corporate registries, land records, and ownership databases.
  • Social media posts, public profiles, and archived web content obtained through lawful means.
  • Server logs, DNS records, and technical metadata where legally obtained or publicly available.
  • Satellite and aerial imagery from commercial or open providers.
  • Whistleblower-provided documents, handled under the confidentiality protections described in Section 7.

3.2 Verification Requirements

No OSINT-derived claim will be published unless it has been independently verified through at least two separate sources or corroborated by documentary evidence. Where a claim rests on a single source — even a primary document — this limitation will be disclosed in the published piece.

3.3 Ethical Boundaries

Signal Cage will not employ deception, unauthorized access to computer systems, or any technique that violates Canadian federal or provincial law in the gathering of intelligence. We will not publish information whose release would directly and foreseeably endanger the physical safety of individuals or Canadian national security.

4. Accuracy and Corrections

Accuracy is non-negotiable. Before publication, all factual claims are reviewed against source material. When errors are identified — whether before or after publication — they will be corrected promptly and transparently.

Corrections will be published inline with a clear notation of what was changed and why. Signal Cage does not silently alter published content. If a retraction is warranted, it will be issued as a standalone piece and linked from the original article.

5. Right of Reply

Any individual or organization that is the direct subject of a Signal Cage investigation will be contacted in advance of publication and given a reasonable opportunity to respond to the allegations or claims in the story. This is standard practice for investigative journalism and a requirement we take seriously.

Where a subject declines to comment or does not respond within a reasonable timeframe (generally 48 hours, or as urgency permits), this will be noted in the published piece. We will not fabricate or infer a response.

6. Transparency and Attribution

Signal Cage is committed to transparency about its methods, sources, and funding. Published articles will, wherever possible, identify the sources of information and the OSINT techniques employed to obtain it. Where source anonymity is required for safety or legal reasons, the nature of the source (e.g., “a government document obtained via ATIP”) will still be disclosed.

Signal Cage will publish an annual transparency report disclosing its funding sources, ownership structure, and any material relationships that readers should be aware of.

7. Source Confidentiality

The protection of confidential sources is a cornerstone of investigative journalism. Signal Cage will not reveal the identity of any source who has been promised confidentiality, except where compelled by a valid court order. In such cases, we will challenge any compulsion through available legal mechanisms before complying.

Sources seeking to provide information securely are encouraged to use encrypted communication channels. Guidance on secure submission methods will be maintained on our website.

8. Conflict of Interest

Signal Cage will not cover stories in which Prime Rogue Inc., or any of its principals, has a direct financial or legal interest — unless that interest is itself the subject of the story. In such cases, the relationship will be fully disclosed.

Editorial staff and contributors are expected to disclose any personal, financial, or professional relationships with the subjects of stories they are working on. Undisclosed conflicts may result in removal of the individual from the story.

9. Privacy Standards

Signal Cage operates within the framework of Canada’s Personal Information Protection and Electronic Documents Act (PIPEDA) and applicable provincial privacy legislation. The publication of private information about individuals will be limited to cases where a clear and demonstrable public interest exists, and where less invasive means of telling the story are not available.

Private citizens who have not voluntarily entered public life are afforded a higher standard of privacy protection than public officials or corporate actors.

10. Legal Compliance

Signal Cage will not publish content that violates Canadian federal or provincial law. This includes but is not limited to material that constitutes defamation, breaches court orders or publication bans, or discloses information protected by legal privilege.

Where a story raises potential legal risk, it will be reviewed by qualified legal counsel before publication. Legal risk alone does not automatically prevent publication — the decision will be weighed against the public interest — but legal advice will be sought and documented.

11. Labelling and Content Classification

All published content on Signal Cage will be clearly labelled according to the following categories:

12. Accountability

Signal Cage takes complaints about its reporting seriously. Any individual or organization that believes Signal Cage has acted in violation of this editorial policy may submit a formal complaint through the contact information published on our website.

Complaints will be acknowledged within 5 business days and reviewed by editorial leadership. Where a complaint is found to have merit, the appropriate correction, clarification, or public response will be issued.

13. Policy Review

This editorial policy will be reviewed and updated on an annual basis, or sooner if circumstances warrant. All revisions will be documented with version numbers and publication dates. Previous versions of this policy will remain publicly available.
